Employer Job Offer: In-Demand Skills Stream has been changed by Ontario

The Ontario Ministry of Labour, Training, and Skills Development introduced a regulation amendment on February 1, 2022, that will affect Employer Job Offers: In-Demand Skills (OINP EJO IDS).


Changes under Ontario Regulation 31/22 (General) took effect on February 1, 2022 and require employers applying for a NOC 7511 (Transport truck drivers) employment position under the EJO IDS stream to possess an Excellent, Satisfactory, or Satisfactory Unaudited Carrier Safety Rating (CSR).


The amendment is intended to:

  • protect successful nominees and support public safety on Ontario highways as employers without an acceptable safety rating will be ineligible for approval

  • promote applications from employers with clear business ties to the province, since employers will be required to have their vehicles plated in Ontario

On the development of this amendment, the Ministry conducted internal and external stakeholder consultations and posted a notice on Ontario's Regulatory Registry.
