More temporary foreign workers can be hired in Quebec

On January 10, 2022, the government of Canada announced that the government of Quebec implemented key measures to address labour shortages in the province.


According to the new measures, Quebec’s employers in specific sectors can hire overseas candidates with high-demand occupations under the province’s Temporary Foreign Worker Program (TFWP).


In addition, the government also increased the share of TFWs allowed in low-wage positions. As of today, employers are allowed to hire up to 20% more temporary foreign workers per workplace.


Quebec's pilot measures have been identified through consultations with labor market stakeholders of the Commission des Partenaires du Marché du Travail. As a result, the measures included in this pilot project are representative of the labour market needs of the province and do not displace opportunities for Canadian workers.


The government of Canada and Quebec governments, in conjunction with their labor market partners, will also be adding to the list of occupations currently benefiting from a simplified process to hire TFWs in the coming months.


The government extended the program until December 31, 2024 on November 30, 2021. In the end, the government will also evaluate the outcome of the pilot project to help inform its future decision making.
