The Minister of Immigration, Refugees and Citizenship Canada (IRCC), Sean Fraser announced on May 24, 2022 about the new International Mobility Program Plus (IMP+) for Quebec-selected skilled workers.
The IMP+ is a new open work permit option for foreign nationals selected by the province who reside overseas or in a province other than Quebec. Until the Federal government and Quebec signed the agreement, work permit applications from Quebec Selection Certificate (CSQ) holders outside Quebec will be processed under R205(a).
Foreign nationals cannot apply for an open work permit under this category at entry. However, a foreign national selected by Quebec who is currently overseas or resides in another province but intends to reside and work in Quebec may be eligible for an open work permit.
The IRCC and Quebec are finalizing an agreement that will allow holders of CSQs outside Quebec to apply for an open work permit under R204(c). Therefore, work permit applications from CSQ holders outside Quebec will be assessed under R205(a) until the agreement is signed.
Also, foreign nationals who are not eligible under the exemption category include those who:
reside in Quebec at the time of submission of the work permit application
received a refusal on their permanent residence applications in one of the Quebec classes and still have a valid CSQ
make their application at the port of entry
have an open work permit under R206 (applicants with no other means of support). The work permit under R206 does not confer temporary resident status as per section 202 of the IRPR.
