On December 15, 2021, the government of Quebec announced that the province is preparing to accept applications of legal persons and groups of 2 to 5 natural persons under the 2021-2022 Collective Sponsorship Program for Refugees Abroad.
The Program allows individuals to sponsor a refugee as well as his or her accompanying family members who are in a country other than Canada. The required form is now available on the Quebec.ca website. Eligible applicants must submit their applications through the Arrima platform from January 18 to February 16, 2022.
To submit an application, the refugee you sponsor must have been in Québec for at least one year or have been admitted as a (sponsored) refugee or protected person. Also the refugee must have already indicated the name of the person the refugee wishes to bring to Québec in the Application for permanent residence in Canada (form IMM 0008).
The sponsor and their family members will need to be supported in their settlement and social and occupational integration approaches in Québec. Be reminded that once you have made a financial undertaking to the persons you are sponsoring, this undertaking is for a one-year term following the arrival of the refugee and the refugee's family in Québec.
This implies that you will accept all the costs for the sponsored person and the family members accompanying that person. Thus:
Settlement and establishment costs in Québec, such as the costs of housing, furniture and food
Health
Employment integration
Note that after you submit the application, the Ministère de l’Immigration, de la Francisation et de l’Intégration will send an acknowledgment of receipt to the person you are sponsoring. This will indicate the person’s file number.
