The government of Canada released program delivery instructions (PDIs) on March 22, 2022, providing operational instructions regarding temporary measures to support persons directly affected by the situation in Ukraine.
As part of the special measures, Canada will process travel documents urgently for Canadians, permanent residents, and their immediate family members, prioritize citizenship grants for adoptions, as well as permanent and temporary residence applications, as well as renewals of work and study permits for Ukrainians currently in Canada.
In addition to urgent processing measures, priority processing continues to be applied to the following applications from Canadian citizens, Ukrainian nationals and clients residing in Ukraine, according to the priority determined by senior management:
Proof of citizenship (Canadian citizenship certificate)
Citizenship grants
Temporary Resident Visas where the applicant is a Ukrainian national residing outside of Canada or client residing in Ukraine
Family Class applications (overseas and in-Canada) for spouse, common-law partner, conjugal partner, dependent child where the principal applicant or their accompanying family member(s) are Ukrainian nationals residing outside of Canada or clients residing in Ukraine
Protected Persons applications with an associated DR2 application where the DR2 accompanying family member(s) is a Ukrainian national residing outside of Canada or is residing in Ukraine
Study and Work permits where the applicant is a Ukrainian national residing outside of Canada or client residing in Ukraine
All other Permanent Residence applications where the principal applicant or their accompanying family member(s) are Ukrainian nationals residing outside of Canada or clients residing in Ukraine
Issuance of Initial Permanent Resident Card
TR Extension/Renewal applications for Ukrainian nationals (as clients are in-Canada and would be under “maintained” status once their application is submitted)
Family Class applications involving a Ukrainian national residing outside of Canada or a client residing in Ukraine will be prioritized where the principal applicant or their accompanying family member(s) is or are a Ukrainian national.
